Im Zentrum stehen staatliche und halbstaatliche Unternehmen, wie Sinopec oder CNOOC, welche ausländische Unternehmen bzw. Unternehmensanteile von Rohstoffförderern und -verarbeitern erwerben. Als bevorzugte Förderländer werden insbesondere die Länder Venezuela, Sudan, Myanmar oder Angola gewählt, weil westliche Firmen aus politischen und ethischen Gründen dort nicht aktiv sind. Zudem werden auch in westlichen Ländern, wie in die kanadische Ölsand- oder in die australische Minenindustrie investiert. Die Auswirkungen auf die Rohstoffmärkte, welche in den letzten Jahren durch starke Preisanstiege geprägt waren, sind deutlich. Jedoch haben Untersuchungen gezeigt, dass die chinesische Rohstoffbeschaffungsstrategie eher zu einer Ausweitung des Weltangebots, als zu einer Verdrängung anderer Marktteilnehmer führte. Die Erschließung neuer Quellen in kritischen Staaten und das funding in kleinere und expansionsfähigere Unternehmen part den Nachfragedruck durch ein erhöhtes Angebot abzufangen. In den Rohstoffexportländern, vor allem in Afrika, konnten sich, durch die gestiegenen Preise und die bessere Verhandlungsbasis, confident Entwicklungen vollziehen. Im Falle der erhöhten Exportbeschränkungen auf Rohstoffe haben andere Länder reagiert und erschließen neue Vorkommen außerhalb Chinas.
