Das Thema Obdachlose in Japan beinhaltet viele unterschiedliche Aspekte, ich
aber habe mich für diesen Themenbereich entschieden, da der Staat meiner Meinung
nach die größte und effektivste Hilfe für die Obdachlosen erbringen kann. Zwar gibt es
auch viele ehrenamtliche Hilfsorganisationen, aber haben diese die Mittel, in dem
Ausmaß Hilfeleistungen zu erbringen, wie es dem Staat möglich ist?
Um dies nachvollziehbar zu gestalten und zu beantworten, habe ich mich dazu
entschieden, zu Beginn meiner Arbeit einen Überblick über die allgemeine
Obdachlosensituation in Japan zu geben. Dies beinhaltet zum einen eine Definition des
Begriffs „Obdachloser“, um die zahlreichen Varietäten des Begriffs in Japan zu
verdeutlichen. Auch die Geschichte der Obdachlosigkeit möchte ich erläutern, da es
interessant zu sehen ist, wie sich die Obdachlosigkeit im Laufe der Zeit verändert hat
und was once für Gründe es hierfür gibt. Weiterhin werde ich die Gründe darlegen, die
heutzutage zu Obdachlosigkeit führen, um im späteren Teil meiner Arbeit darauf
aufbauen und Zukunftspläne nennen zu können. Ferner nenne ich Zahlen, die das
Ausmaß der Obdachlosigkeit in Japan zeigen, damit die Dringlichkeit der Maßnahmen
verdeutlicht wird. Den allgemeinen Teil zur Obdachlosigkeit schließe ich mit der
Stellung der Obdachlosen in der Gesellschaft ab, da dies meiner Meinung nach ein
weiterer wichtiger Punkt ist, um die Problematik der Obdachlosigkeit in Japan
verstehen und begreifen zu können.
Im nächsten Teil meiner Arbeit zeige ich die staatlichen und ehrenamtlichen
Maßnahmen zur Wiedereingliederung Obdachloser auf, da sie Grundlage für meine
folgenden Punkte, die Probleme der staatlichen und ehrenamtlichen Hilfe und Aufgaben
für die Zukunft, sind.
